Held every third Thursday of the month, the Executive Committee Meeting is when the Executive Committee discusses the business of the San Diego County Libertarian Party. The meeting is open to members of the public.

 Chair Brad Richardson called the meeting to order at 7:02 p.m.

 

Establishment of a Quorum

 A quorum of the Executive Committee was present with the following voting members:

Reports - Officers:

 Chair’s Report

 Brad reported that podcasts are going well. We received feedback from the listeners through the Facebook group. We also received feedback from the legislative advocacy call to action that gave a list of who to contact re: the small 1 oz. bottles ban.

 Vice-Chair’s Report

 ·         2020 SDLP Convention. Don shared an update on the 2020 SDLP Convention plan. The convention theme may be “Had Enough?

 The agenda order is good; business [activities] first and then two or three speakers with a ten-minute flow between them. Potential speakers could be Larry Sharpe (Candidate for U.S. President) - contingent on funds.

 o   Ticket fees. Early bird pricing with pricing to increase closer to event date; price ranges are under consideration.

 o   Program. Corporate donors for the program. Glossy page cover. Possibly $50 for a half page ad or $100 for a whole page.

 Colleen asked if sponsors’ logos could be included on the title page cover?

 o   Budget for Convention. Continue on July meeting agenda.

 ·         Location for Don’s July presentation is to be determined.

 ·         Don has started work on a new book as a summer project. Topic will be on original meanings.

 

Treasurer’s Report

 

 ·         Financial Statements. Bob Fraas provided the May financial statement. There were three new members and one renewal. We need to obtain another update from the CA State Libertarian Party to remain in sync and ensure funds are received.

 ·         Bob shared definitions and use of “all purpose” versus “restricted use” accounts and the process to file the Form 410 Statement of Organization with the California Secretary of State.

 As a political party committee, we have to file with an initial report with State of California. We do have an EIN now. When we file depends on money sources and when obtained. Bob received guidance from CA State on the checking account. We must designate the account as “all purpose” or “restricted use”. “All purpose” is recommended. “Restricted” is for contributions received in excess of State, Country, and local limits. For example, $38,800 is the State limit.

  Publicity Chair’s Report

 Podcasts. John and Joseph are creating podcasts. Joseph is working on ways to obtain members, currently focusing less on PR and more on membership. Send your ideas to Joseph ([email protected]) to add to the list.

 Secretary’s Report

 Sticker giveaways. Colleen attended the June 19 New Citizenship Ceremony in San Diego, talked to some people about Libertarian ideals. New citizens were attracted to the free U.S. flag stickers being given out at the event by another group. Wondering if we can add some Libertarian stickers to our membership mailings or as giveaways?

 Call for Candidates. Add to July Newsletter – Now is the time to declare interest in running as a Libertarian candidate for office. Dec. 6, 2019 is the Registrar of Voters deadline for ballot inclusion.

 

Unfinished Business

 Candidate Training. Joe asked if we can do candidate training at a Supper Club. We would need to do mailer to get funds to pay fees to get on ballot. In August we should have someone come to Supper Club to speak.

 Web search. Joe noted that for people searching the web, it is sometimes not easy to find out what’s happening at SDLP. We are on the SDLP website, Facebook, Twitter, Meetup.com.

 SDLP website. Announce candidacy invitation on website and upcoming events. Redraw website - Joe and Brad to meet off site.

Membership & Benefits - There were no additional suggestions.  Without objection, the item was deleted from future agendas.

It was then noted that Antonio was not in attendance to present a "proposed fundraising plan" that the committee had requested at the May meeting; however, Bob reported that he had called National LP and they do have discounts available to local affiliates for purchase of advertising merchandise that could be used in fundraising efforts. Without objection, the fundraising topic was tabled until the July meeting."
 

New Business

 Bylaws. Bob has an MSWord copy of a boilerplate [template] that State provided. Email copies to members to request changes. We should send out by September/October for feedback. Keep on agenda under Unfinished Business. We will align to CA State Libertarian Party bylaws.

 Motion by Don to circulate draft to members and vote on the final at the February 2020 Annual SDLP Convention, Seconded by Colleen. Passed Unanimously.

  

July’s meeting agenda:

 ·         Follow up on memos, verbiage, next steps, step plan, strategy; Antonio’s fundraising proposal.

 ·         Budget for 2020 SDLP Annual Convention

 ·         Promo giveaways/add postage for mailing. We could use i.e. for new or renewal, you get a porcupine button.

 ·         Bylaws Draft

 

Other Business (Announcements)

 Don asked if we have street fair booth items available in storage. We could do a booth at the Ocean Beach Street Fair, or do Gay Pride in July. Joe will help. Don will call to find out availability.

 Don to work on the swag bag for the convention agenda, giveaways.

 Action Items

 Antonio to draft program for minimum signature requirements to qualify for the ballot.
